Sadly I'm only getting 15 mpg in my 1999 suburban. Seriously needs a tune up, but my tune up money is going in the tank. The ol catch 22

I have a 1984 diesel suburban, normally get over 25mpg on the highway.
Just installed a hand built non-turbo 6.2L/6.5T hybrid engine so high way milage will be closer to 30mpg.
