I cannot say that I have seen one. I did see a DEF (diesel exhaust fluid for non diesel people) pump at a truck stop though. Kind of like that idea instead of dumping it in by gallon jugs.

Like previously noted - not often seen anymore, but usually found near location for checking/inflating tires.

Check the restrooms, no free containers, how about the garden-hose-faucet connector valve.

Not often. This is a service that should be free, or at most, 25ยข for a gallon or so.

This category is Fuel Economy, and is for "Talk about automobiles & fuel economy".
I'm not sure what this topic, about how often you see a "water dispenser" has to do with fuel economy.

A water dispenser is just one more thing to maintain for a store owner and at the same time it discourages drink sales. It's a lose-lose situation.
If I'm on along trip I'll take canteen or a thermos with me.

Most stations that I stop at have a hose bib (read faucet) near the gas pumps, but there's no hose (bring your own?)

Pretty soon they will be charging us for it in restaurants. I noticed that the majority of people in restaurants now are ordering water since soft drinks, coffee and tea have gone up as much as your meal. Even though coffee has increased in the can, you can still make a boat load for mere pennies. These people clean up on drinks and desserts.

At big truck stops that have been around for a decade or more, but not most of the new stations.

I have found plenty of water to feed my thirsty water injection system on my diesel. So far about 1 out of 3 places I pull into that looks like it might have water does have water, all I have to do to find it is drive around the station to find it.

We usually call that a "faucet" rather than a "water dispenser", but whatever.
Titanic's point is well taken; the mass population of cars no longer needs water often enough to justify a faucet being installed if not already there. I figure I'm doing good if it's got clean window water. [The topic reminds me of a commercial (for Viagra of all irrelevancies) where a guy drives a Camaro across the desert and notices he's overheating, so his solution is to stop in to a gas station and buy a small bottle of spring water to pour in his radiator. This of course gets him all the way home to downtown L.A., the moral being apparently that Viagra is for those disconnected from reality.] Good luck on your project, Oiler :-)
