Many states already make it illegal to drive and talk on the cell phone but what about all the other distractions like women putting on makeup,reading paper,texting,and many other things. Peoples lives are at stake so pull over for a minute to do it than killing or hurting someone.

If someone was born with two brains, four sets of arms & hands and several sets of eyes maybe they can do a good job of driving while texting (or reading a newspaper, or swatting the kids in the back seat, or putting on makeup, etc.), but all those OTHER people will display telltale signs of their inattentive driving. It's easy to spot. It should be easy to issue citations for it.
