Short answer - NO
Many technologies, such as the Wankel, are well known so they are obviously not "being secretly covered-up". Copies of issued patents are available free on the U.S. Patent Department web site. In many cases the patents have already expired so anyone can practice the technology for free.
In most cases, vehicle producers believe that the technologies either do not work, are too expensive to produce or that their customers would not buy them. if "someone" would do enough research & development work on them, some of them might eventually be practical.

MikeRock is right about the Wankel Engine... wonderful powerplant that was buried... I am sure there were others... There are too many greedy people that thwart the good of many others... Unfortunately it doesn't take too many rotten apples to spoil the barrel... so to speak!

RJR54 has a good point. When we bring out more efficient care they do not sell well. On the other hand the bigger more expensive gas hops fly from the dealerships.

High efficiency cars are available in Europe and Asia. But they just don't sell here.
Recently I kicked the tires on a Smart Car but was surprized (shocked) to see that it had a lot more power and a lot lower efficiency. It seems the Canadian version has a lot bigger motor - bummer. There are so many models by so many makers it is hard to settle on an example. For those of you who what a nicer car that comfortably seats 5 adults you might want to try the Audi A2. It is a hot seller in Europe and uses about 2.8 litres per 100 Km or 100 miles per gallon - about 80 miles per American gallon. High efficiency vehicles currently exist. They are not purchased in North America.
The high efficiency vehicles have always existed. For example, one of the popular cars in France in the 1960's was the Citroen 2CV, which got 120 m/g - 100 miles per American gallon. Heck, the Model A went 70 miles on a gallon of gas on a decent road (rare in those days).
It seems to me the answer is: High efficiency cars are anywhere but North America. Why? Probably because we have the cheapest fuel in the world. And $3/gallon is cheap, Europe and Asia pay more than twice that. As the price goes up we will buy more of the efficient models. Currently the F150 outsells the Escort by 5:1, if the price of gas was $6 I think it might start to even out some.
There is no cover up - Americans do not want efficient cars. They want big cars with lots of horse-power.

not so much covered up, but just don't care all that much. the end user have to make the fuel economy of a vehicle a demand, instead of demand bigger stereos or more cup holders or dvd players and other stuff that also cause accidents.
